Bill is certainly from the "FQ camp"(so to speak).What is critically important to notice with Bill's stroke however(akin with the likes of his team-mates, Thorpe and Hackett),is that whilst he appears to be "catching-up" as you call it,he never actually pauses within his stroke and is always smoothly flowing from one stroke to the next.
