the budget for the movie was ridiculously low so they probably couldn't afford colour and also maybe it was an artistic decision as most people think the film is scarier in black and white than it would have been in colour.

most nightmares occur in black and white, at least that has been my experience. Also, terror comes from what you don't see, more than what you do. Only small handfuls of zombies are shown at any given time in the scene, but, the viewers imagination thinks "more are hiding in the darkness." Though never actually shown, the film constantly says "there are thousands of them," but we never actually see those crowds. And at the end of the film, we DO see piles of them in bonfires.
