i know what it means!!!Both people ARE Bill.part of him has givin up on live and another part is telling him not to jump.and when Bill like,comes out of himself,the part that stays back is giving up just like the bill on the roof,but then part of him gets to the top and takes his own hand and gets through to him

You have a point... but maybe theres something more to the song, maybe he has dedicated the song to a close friend whom may have commited suicide, or maybe, he's giving out a message through the lyrics. It's possible that the message could be something like "even through darkness their is always a flicker of light" meaning, even though you may be upset and nothing's going right, your friends are there for you, and people care about you, no matter what?
