Notice how none of the "unmoving" chairs are ever in the middle of the floor. The chair that doesn't move could simply be attached in some way to the nearby wall. So, while the floor and thus the other chair moves, that one chair could be unmoving. In instances where one chair begins to move that was otherwise unmoving, whatever was holding the chair could've been remotely detached. Or there could be a far simpler answer: computer generated background.

ReiYami: Look at what I originally posted, dude. :D "...In instances where one chair begins to move that was otherwise unmoving, whatever was holding the chair (still) could've been remotely detached..." I'm guessing they used a pole or rod or something to keep the chair from moving at first, and then said pole was pulled back into a crack in the back wall, or under it, thus letting the back chair move.
